The poor people

In the picture we see people lying down on the train track. They are most likely to be homeless and living on the train track. We also see a moving train in the background so maybe these people might gave up on life and waited for the train to hit them. We would also see trees behind the train. The trees are not bad which means there might be a house/mansion behind it. By the information we have the picture might been taken in a country which the poor and the rich are clearly divided in to two. The rich live in happiness while the poor live in despair.
